Provisions of the International Festival of World Music and Crafts
"WORLD of Siberia"
1. General Provisions
1.1. The International Festival of World Music and Crafts “World of Siberia” (hereinafter – the Festival) is held annually in July in Shushenskoye village, the Krasnoyarsk region. The “MIRA” World Music Award Competition and the “MIRA” Craft Award Competition are held within the Festival (hereinafter – the Competitions).
1.2. The founders of the Festival are the Ministry of Culture of the Krasnoyarsk region, the Administration of the Shushensky district of the Krasnoyarsk region, Administration of Shushenskoye village (hereinafter – the Founders).
1.3. The Festival is held under support of the Ministry of Culture of the Russian Federation.
1.4. The organizers of the Festival are the Regional State Autonomous Cultural Institution «Center for International and Regional Cultural Affairs» (hereinafter – the Center), the Department of Culture, Youth policy and Sports of the Administration of the Shushensky district, the Municipal Unitary Enterprise “Communal Service” of the Administration of Shushenskoye village.
1.5 The executive director of the Festival is the head of the Regional State Autonomous Cultural Institution «Center for International and Regional Cultural Affairs».
1.6. The partners of the Festival are regional state cultural institutions and educational establishments in the field of culture as well as commercial and non-commercial organizations.
1.7. All information about the Festival and Competitions that are held within the Festival is available at the Festival’s website www.festmir.ru.
1.8. The Festival has a registered trademark, the use of which is allowed only with the permission of the copyright holder – the Regional State Autonomous Cultural Institution «Center for International and Regional Cultural Affairs».
2. Festival aims and objectives
2.1. The aims of the Festival are to preserve non-material and material cultural heritage of Russia; to promote and develop ethnical cultures of Siberia; to develop event tourism; to promote folk culture in its widest diversity.
2.2. The objectives of the Festival are: to provide exchange of experience and advancement of professional qualification of creative groups; to support new world music performers; to preserve and develop folk crafts and decorative and applied arts; to discover talented craftsmen; to develop and strengthen international cultural cooperation.
3. Organization of the Festival
3.1. The Organizing Committee of the Festival (hereinafter – the Organizing Committee) is established by the Founders in order to prepare and hold the Festival. The Organizing Committee consists of representatives of the Ministry of Culture of the Krasnoyarsk region, other regional executive authorities, local offices of the ministries of the Russian Federation and federal agencies, local government bodies, regional state cultural institutions and educational establishments in the field of culture.
3.2. The functions of the Organizing Committee are: to approve the program of the Festival, to appoint a panel of judges of Competitions (hereinafter – the Jury), members of the panel of experts of the Festival (hereinafter – the Panel of Experts), members of the Festival working group (hereinafter – the Working Group) in order to prepare and hold the Festival.
3.3. The Executive Director appoints the Festival working groups consisting of the representatives of Organizers, Partners and other organizations that take part in preparing and holding the Festival. The Executive Director submits a lineup for the Organizing Committee’s consideration. The Festival stage director is a member of the Working Group.
3.4. The Panel of Experts consists of Russian and foreign specialists in music and choreography, representatives of mass media. The Panel of Experts reviews the program and the artistic content of the Festival, recommended by the Executive Director as well as concert programs, workshops, the list of participants, the issues of the discussion sessions, the topics of public lectures & round tables and other events within the Festival and submits all the information for the consideration of the Organizer of the Festival – the Center for International and Regional Cultural Affairs.
3.5. The Jury consists of musicians, choreographers, experts in the field of art, cultural studies, folklore and ethnography, highly professional specialists in the field of decorative and applied arts of Russia and other countries. The Executive Director of the Festival presents the candidates of the Jury to the Organizing Committee.
3.6. The organizational support of the Festival is carried out by the Organizers of the Festival.
4. Terms of participation
4.1. The professional or amateur creative groups and individual performers/soloists of world music and dance, craftsmen, artists regardless their departmental affiliations are encouraged to take part in the Festival (hereinafter – the Applicants). The age and number of Applicants is not limited.
4.2. The applications for the participation in the Festival must be provided to the Center for International and Regional Cultural Affairs from January 15 to May 15 according to the application form enclosed (Addendum 1).
4.3. All the Applicants must provide the application form to the Center for International and Regional Cultural Affairs at a time stated in clause 4.2 of the Provisions. The application is to be considered and examined by the Center for International and Regional Cultural Affairs. The Applicant receives an official invitation to become a participant of the Festival not later than May 25 in case the Applicant suits the requirements of the Festival. Creative groups, artists, craftsmen, dancers who receive official invitations can participate in the Festival (concerts at small stages, workshops, ritual programs and games). Draft program of the Festival and the Festival dates are to be published not later than June 15 at the Festival’s website www.festmir.ru .
4.4. Live and instrumental performances are the main conditions of participation in the Festival for music groups and vocalists. The format of ‘backing track’ audio recordings can be used as a background music.
4.5. The expenses related to the traveling to the Festival and back, as well as meals and accommodation are to be covered by the participants’ sending party or participants themselves.
4.6. Terms of participation in the Competitions are regulated by the Provisions of the “MIRA” World Music Award Competition (Addendum 2) and the “MIRA” Craft Award Competition (Addendum 3).
4.7. The registration fee is not required.
5. Financing of the Festival
5.1. The Festival is financed from regional and municipal budgets. It is possible to accept sponsorship funds, donations and special purpose contributions.
6. Final Provisions
6.1. All the participants of the Festival are awarded diplomas of the participants of the Festival.
6.2. The Organizer of the Festival – the Center for International and Regional Cultural Affairs, reserves the right to reproduce, distribute photo, video and audio recordings made during the Festival, use them in the publication of collections, booklets, DVDs and audio releases without paying fees to the honored guests and participants of the Festival. It’s usage for the purposes of the Festival and its promotion does not require additional agreements with the honored guests and participants of the Festival.
